Job Description

We are recruiting for a highly experienced Director of Finance & General Manager based in South East Essex.


We are recruiting for a Director of Finance for an organisation based in South East Essex.  You will be working in partnership and will advise the Deputy and Chief Executive on the overall financial strategy and performance and demonstrate full commitment to implementing the organisation's strategy and policies.


  • To ensure that strategic planning decisions are informed by appropriate financial guidance, that effective internal control and audit arrangements are managed and implemented in accordance with regulatory frameworks.
  • To develop and implement strategic approaches to the management of the organisation's finances, ensuring future solvency is maintained and the direction of financial resources is apportioned to meet  needs and to raise levels of achievement.
  • Effective management of all financial management aspects of the organisation incorporating but not limited to: accurate record keeping, systems and controls which are fit for purpose and safeguard assets; preparation of annual estimates of income and expenditure; financial appraisals and forecasts on capital projects; effective management of the cashflow; maximise investment return and regularly review and advise on financial viability and take appropriate action to reduce opportunity for fraud.
  • Liaising with, maintaining and developing effective institutional relationships with all partner organisations and advise on the further development of collaborative arrangements and shared service opportunities
  • To lead on procurement efficiency initiatives and shared services projects to increase value for money assessments and purchasing adeptness.
  • To understand the needs of internal and external Customers and ensure the Finance Team is a proactive solution focused business partner.
  • Establishing accounting framework and reporting for the partnership
  • Regularly review the  Financial regulations to ensure they are fully compliant and fit for purpose, communicate changes as appropriate.
  • Monitoring and reporting on the management of budgets devolved to cost centres and supervise expenditure and income
  • Manage the annual Self Assessment Review in accordance with quality processes develop and implement robust improvement plans.
  • Ensuring the tax affairs  are appropriately managed and fully compliant.
  • Overall responsibility for the  Payroll department and all associated aspects through the relevant line management of Finance Manager.
  • Investigating and developing sources of possible external funding and additional sources of income/funding; co-ordination of project funding applications, preparation of estimates and bids for external funding; and advising on allocations within the overall budget and financial strategy and with the management of project funding.
  • Liaison with appropriate external agencies, e.g. bankers, lawyers, partners HMRC, Pensions Agency etc.
  • Through the preparation financial information and regular user friendly reports and presentations effectively communicate the accurate financial position as may be required.
  • Take responsibility for the administration of  related insurance requirements and ensuring that appropriate cover is held at all times and that any claims and associated matters are acted on and resolved in a timely manner.


Your role will incorporate a range of senior management duties. Including but not limiting to:


  • chairing or participating in committee or other relevant meetings internally and externally,
  • recruitment and staff deployment, performance management, policy development and implementation,
  • employment relations, participate management training and development and carry out team CPD as may be required, and disciplinary or grievance processes, health & safety and welfare.




  • Qualified Accountant.(CIMA/ACA/ACCA Qualified)
  • Degree or equivalent
  • Recognised management qualification.


Professional competencies


  • Substantial, successful financial managerial experience.
  • Able    to    lead    the    strategic    financial            management     and development of complex and diverse organisation structure .
  • Experience of managing commercial trading activities and income generation.
  • Evidence of consultation, negotiation and partnership working at senior levels.
  • Experienced in producing statutory financial and non statutory management information and reporting.
  • Highly developed risk management skills
  • Understanding of tax, VAT and treasury management
  • Knowledgeable about developments in learning delivery and the use of IT in delivery.
  • Knowledge and up to date experience of managing Capital projects.

 Salary £60-70k + benefits
